In a large skillet over medium heat, sauté the diced onion and bell pepper until softened, about 5-7 minutes. Add the ground turkey or beef and cook until browned, breaking it up with a spatula.
Stir in the taco seasoning, black beans, corn, and diced tomatoes with green chilies. Cook for an additional 5 minutes until everything is heated through and well combined.
In a greased 9x13 inch baking dish, spread half of the crushed tortilla chips evenly across the bottom.
Top the crushed chips with the meat and bean mixture, spreading it out evenly.
Spoon dollops of sour cream over the meat mixture, then sprinkle with half of the shredded cheddar cheese.
Add the remaining crushed tortilla chips on top, followed by the rest of the cheese.
Place the baking dish in the preheated oven and bake for 25-30 minutes, or until the cheese is melted and bubbly, and the top is slightly golden.
Remove from the oven and let cool for a few minutes. Garnish with fresh cilantro and jalapeño slices if desired. Serve warm.
